Notice Letter on New Requirements for Product Registration and Filing Dear Customers: According to the latest 'Regulations on the Supervision and Administration of Cosmetics', 'Measures for the Administration of Cosmetic Registration and Filing', and 'Provisions for the Administration of Cosmetic Registration and Filing Information', new requirements have been put forward for cosmetic product registration and filing. Please prepare actively for the following: I. Enabling of the New Cosmetic Registration and Filing Information Service Platform: From April 1, 2021, cosmetic registrants, filers, domestic responsible persons, and cosmetic manufacturers within China can submit relevant materials and apply for registration and filing user accounts through the National Medical Products Administration Online Service Hall of the National Integrated Online Government Services Platform (https://zwfw.nmpa.gov.cn) in accordance with the requirements of the 'Provisions'. From May 1, 2021, cosmetic registrants, filers, and domestic responsible persons shall apply for special cosmetic registration or conduct general cosmetic filing through the new registration and filing platform. The original cosmetic administrative license and filing information management system will no longer accept special cosmetic registration applications or general cosmetic filing. II. After May 1, 2021, the filing of all new products must be completed on the new filing and registration platform. Existing old accounts still need to register new legal entity accounts and individual accounts. Products that have been previously filed can link data to the new system by binding old accounts through the registered legal entity account. Before May 1, 2022, the standards implemented for products, sample drafts of product labels, product formulations for domestically produced general cosmetics, and images of sales packaging must be submitted. III. If the requirements for registering an account on the new cosmetic registration and filing platform cannot be met, resulting in the inability to obtain an account, new product development and filing work cannot be completed in the long term. The following documents are required for registration and submission of accounts on the new cosmetic registration and filing platform: 1. Registrant Information Form (including information on the legal representative of the enterprise and the person responsible for quality and safety) 2. Resume, appointment letter, academic qualifications, and other documents for the person responsible for quality and safety. (Article 32 of the Regulations stipulates: The person responsible for quality and safety shall possess professional knowledge related to cosmetic quality and safety, and have more than 5 years of experience in cosmetic production or quality and safety management.) 3. A quality management system appropriate for the products being applied for registration and filing. (Article 18 of the Regulations) 4. Management documents for cosmetic adverse reaction monitoring and evaluation. (Article 52 of the Regulations) 5. Relevant documents for supervising the production activities of commissioned enterprises. (Article 28 of the Regulations) 6. Management systems for supplier selection, raw material acceptance, production process and quality control, equipment management, product inspection, and sample retention. We will also actively assist and cooperate with market supervision and administration departments. For product quality issues that arise in the market, if caused by the producer, our company will be responsible for following up with the production enterprise to resolve them.
